Stewards Report - Simon Beasley

Racing Victoria (RV) stewards have this afternoon issued one charge against Licensed Bookmaker Simon Beasley alleging a breach of Australian Rule of Racing (AR) 228(b).

AR 228(b) states: “A person must not engage in……misconduct, improper conduct or unseemly behaviour.”

The charge relates to Mr Beasley’s betting operations for the period from 1 September 2018 to 26 January 2019 in which he accepted and recorded bets outside of his licence conditions.

Licensed Bookmakers operate approved betting systems, including the use of approved telephones that afford RV real-time access to recordings for the purposes of bet monitoring and compliance.

Stewards allege that from 1 September 2018 to 26 January 2019 Mr Beasley engaged in misconduct, and therefore breached AR 228(b), when he:

  1. recorded 88 bets in his ledger with no corresponding phone call on his approved telephone; and/or
  2. recorded 10 bet quantities in his ledger that did not match the corresponding bet placed on his approved telephone; and/or
  3. recorded four bets in his ledger on races where the race did not match the corresponding bet placed on his approved telephone; and/or
  4. impersonated and/or facilitated the impersonation of 24 bets placed on his approved telephone; and/or
  5. accepted 12 bets on his approved telephone which were not reflected in his ledger.

The charge will be heard before the Racing Appeals and Disciplinary Board on a date to be fixed.
