RV Stewards' Report - Jarrod McLean

Racing Victoria (RV) Stewards have today issued charges against Jarrod McLean arising from information received from Victoria Police in relation to the execution of a warrant and search conducted on 30 January 2019.

Mr McLean has been issued with four charges for breaching the Australian Rules of Racing as follows:

Charge One: AR 244(1) Administration of prohibited substance to affect race performance 

AR 244 (1) A person must not:

(a) administer; or

(b) cause to be administered,

a prohibited substance on Prohibited List A … to a horse for the purpose of affecting the performance or behaviour of the horse in a race ….

The summary of the particulars are that while Mr McLean was the registered trainer of Cats Fun he administered or caused to be administered recombinant human erythropoietin, a prohibited substance under the Rules, to that horse.

Charge Two: AR 229 (1) (a) Corruption, dishonesty and misleading behaviour (alternative to Charge One)

AR 229(1) A person must not:

(a)  engage in any dishonest, corrupt, fraudulent, improper or dishonourable action or practice in connection with racing

The summary of the particulars are that while Mr McLean was the registered trainer of Cats Fun he engaged in an action or practice that, in the opinion of the Stewards, is dishonest, corrupt, fraudulent, improper or dishonourable, in that Mr McLean administered, caused to be administered, attempted to administer, or was a party to the administration of, recombinant human erythropoietin to Cats Fun.

Charge Three: AR 228(a) Conduct prejudicial to the image, interests, integrity, or welfare of racing (alternative to Charges One and Two)

AR 228(a) A person must not engage in:

(a) conduct prejudicial to the image, interests, integrity, or welfare of racing, whether or not that conduct takes place within a racecourse or elsewhere

The summary of the particulars are that while Mr McLean was the registered trainer of Cats Fun, he engaged in conduct prejudicial to the image, interests, integrity, or welfare of racing, in that he administered, caused to be administered, attempted to administer, or was a party to the administration of, recombinant human erythropoietin to Cats Fun.

Charge Four: AR 250 (a) Possession of prohibited substance

AR 250 A person must not have in his or her possession:

(a) a prohibited substance on Prohibited List A…


The summary of the particulars are that as at 30 January 2019 Mr McLean was the registered proprietor and occupier of a premises where there was present syringes that contained recombinant human erythropoietin.

The charges against Mr McLean will be heard by the Victorian Racing Tribunal on a date to be fixed.
