Smiley Chan

Racing Victoria (RV) Stewards, subsequent to their investigation, have issued two charges against licensed trainer, Mr. Smiley Chan, each under Australian Rule of Racing 240(2) as the trainer of Lake Tai (the Horse) after the Horse ran in Race 5 at Sale Racecourse on 22 February 2023.

Charge:

AR 240 Prohibited substance in sample taken from horse at race meeting

(2) Subject to subrule (3), if a horse is brought to a racecourse for the purpose of participating in a race and a prohibited substance on Prohibited List A and/or Prohibited List B is detected in a sample taken from the horse prior to or following its running in any race, the trainer and any other person who was in charge of the horse at any relevant time breaches these Australian Rules.

A summary of the particulars of the charges is as follows:

  1. On 22 February 2023, the Horse was brought to Sale Racecourse and ran in the ‘Morning Rush on Gippsland Gold BM64 Handicap’ (Race 5) over 1419 metres (the Race).
  2. On 22 February 2023, after the Race, a urine sample was taken from the Horse (the Sample).
  3. An analysis of the Sample detected the presence of Formestane and 4-Hydroxytestosterone.
  4. Formestane and 4-Hydroxytestosterone are prohibited substances pursuant to Division 1 of Part 1 of Schedule 1 (Prohibited list A) of the Australian Rules of Racing.

The presence of Formestane, 4-Hydroxytestosterone and 6a-Hydroxyandrost-4-ene3,17-Dione was detected in the sample by Racing Analytical Services Limited. The presence of Formestane and 4-Hydroxytestosterone was detected in the reserve sample by the Australian Racing Forensic Laboratory.

The charges issued against Mr. Chan will be heard before the Victorian Racing Tribunal on a date to be fixed.

Mark and Levi Kavanagh

Racing Victoria (RV) Stewards, subsequent to their investigation, have issued two charges against licensed trainers, Mr Mark & Mr Levi Kavanagh, who train in partnership, each under Australian Rule of Racing 240(2) as the trainers of Circle of Magic (the Horse) after the Horse ran in Race 5 at Ladbrokes Park Hillside Racecourse on 8 March 2023.

A summary of the particulars of the charges is as follows:

  1. On 8 March 2023, the Horse was brought to Ladbrokes Park Hillside Racecourse and ran in the ‘Spirit of Racing Award Winner Penny Penfold BM64 Handicap’ (Race 5) over 1200 metres (the Race).
  2. On 8 March 2023, after the Race, a urine sample was taken from the Horse (the Sample).
  3. An analysis of the Sample detected the presence of Formestane and 4-Hydroxytestosterone.
  4. Formestane and 4-Hydroxytestosterone are prohibited substances pursuant to Division 1 of Part 1 of Schedule 1 (Prohibited list A) of the Australian Rules of Racing.

The presence of Formestane, 4-Hydroxytestosterone and 6a-Hydroxyandrost-4-ene3,17-Dione was detected in the sample by Racing Analytical Services Limited. The presence of Formestane and 4-Hydroxytestosterone was detected in the reserve sample by the Australian Racing Forensic Laboratory.

Racing Victoria (RV) Stewards, subsequent to their investigation, have issued three charges against licensed trainer, Mr Julius Sandu, each under Australian Rule of Racing 240(2), as the trainer of Alphaville (the Horse) after the Horse ran in Race 2 at Moonee Valley Racecourse on 24 February 2023.

A summary of the particulars of the charges is as follows:

  1. On 24 February 2023, the Horse was brought to the Moonee Valley Racecourse and ran in Race 2, the TDM Group Australia Handicap, over 1600 metres (the Race).
  2. On 24 February 2023, after the Race, a urine sample was taken from the Horse (the Sample).
  3. An analysis of the Sample detected the presence of Formestane, 4-Hydroxytestosterone and 6a-Hydroxyandrost-4-Ene3,17-Dione.
  4. Formestane, 4-hydroxytestosterone and 6a-hydroxyandrost-4-ene 3, 17-dione are prohibited substances pursuant to Division 1 of Part 1 of Schedule 1 (Prohibited list A) of the Australian Rules of Racing.

The presence of Formestane, 4-Hydroxytestosterone and 6a-Hydroxyandrost-4-ene3,17-Dione was detected in the sample by Racing Analytical Services Limited and in the reserve sample by the Australian Racing Forensic Laboratory.

The charges issued against Mr. Sandhu will be heard before the Victorian Racing Tribunal on a date to be fixed.

Racing Victoria (RV) Stewards, subsequent to their investigation, have issued two charges against licensed trainer, Mr Symon Wilde, each under Australian Rule of Racing 240(2) as the trainer of Sirileo Miss (the Horse) after the Horse ran in Race 5 at the Flemington Racecourse on 11 March 2023.

A summary of the particulars of the charges is as follows:

  1. On 11 March 2023, the Horse was brought to the Flemington Racecourse and ran in the ‘Group 3 Matron Stakes’ (Race 5) over 1600 metres (the Race).
  2. On 11 March 2023, after the Race, a urine sample was taken from the Horse (the Sample).
  3. An analysis of the Sample detected the presence of Formestane and 4-Hydroxytestosterone.
  4. Formestane and 4-Hydroxytestosterone are prohibited substances pursuant to Division 1 of Part 1 of Schedule 1 (Prohibited list A) of the Australian Rules of Racing.

Ash & Amy Yargi

Racing Victoria (RV) Stewards, subsequent to their investigation, have issued three charges against licensed trainers, Mr Ash & Mrs Amy Yargi, who train in partnership, each under Australian Rule of Racing 240(2) as the trainers of Yulara (the Horse) after the Horse ran in Race 7 at Bet365 Park Kilmore on 13 April 2023.

A summary of the particulars of the charges is as follows:

  1. On 13 April 2023, the Horse was brought to Bet365 Park Kilmore Racecourse and ran in the ‘Bet365 Protest Promise BM58 Handicap’ (Race 7) over 2012 metres (the Race).
  2. On 13 April 2023, after the Race, a urine sample was taken from the Horse (the Sample).
  3. An analysis of the Sample detected Formestane, 4-Hydroxytestosterone and 6a-Hydroxyandrost-4-Ene3,17-Dione.
  4. Formestane, 4-Hydroxytestosterone and 6a-Hydroxyandrost-4-Ene3,17-Dione are prohibited substances pursuant to Division 1 of Part 1 of Schedule 1 (Prohibited list A) of the Australian Rules of Racing.

The presence of Formestane, 4-Hydroxytestosterone and 6a-Hydroxyandrost-4-ene3,17-Dione was detected in the sample by Racing Analytical Services Limited and in the reserve sample by the Australian Racing Forensic Laboratory.

The charges issued against Mr and Mrs Yargi will be heard before the Victorian Racing Tribunal on a date to be fixed.

Formestane is an aromatase inhibitor and an anti-estrogenic substance. It can block the conversion of androgens into oestrogens. It can therefore be classified as a Selective Estrogen Receptor Modulator (SERMS). In the Australian Rules of Racing, compounds listed in Schedule 1, Part 1, Division 1 as prohibited substances include but are not limited to SERMS. Formestane is thus considered a prohibited substance under the Rules of Racing.

Formestane is not registered or approved for use in animals by the Australian Pesticides and Veterinary Medicines Authority (APVMA). It is not currently registered with the Therapeutic Goods Administration (TGA). The TGA is Australia's government authority responsible for evaluating, assessing and monitoring products that are defined as therapeutic goods such as medicines, medical devices and biologicals.

Formestane is not on the exempted list of therapeutic goods listed on the Australian Register of Therapeutic Goods (ARTG). The ARTG is the public database of therapeutic goods that can be legally supplied in Australia. This means that Formestane cannot be legally supplied for use in humans in Australia.

4-hydroxytestosterone is a derivative of testosterone and is a synthetic anabolic androgenic steroid and is therefore prohibited under the Rules of Racing.

6a-hydroxyandrost-4-ene 3, 17-dione is a metabolite of the anabolic steroid androst-4-ene-3, 6, 17-trione (6-OXO) and is therefore prohibited under the Rules of Racing.
