RV Stewards' Report - Waylon Hornhardt

Racing Victoria (RV) Stewards, subsequent to their investigation, have issued three charges against Waylon Hornhardt, as the trainer of Sassy Angel and Mr Trafficanti, pursuant to Australian Rules (AR) 249(1)(a) and 232(i) of the Rules of Racing.

Both Sassy Angel and Mr Trafficanti were late scratchings by order of RV Stewards when engaged to race at the Mildura meeting on 4 November 2025. An inquiry was opened and adjourned on the day.

Charge One: AR 249 Administration of medication on race day

(1)    Notwithstanding the provisions set out in Schedule 1, Part 2, Division 2, a person must not, without permission of the Stewards:
(a)    administer;

    any medication to a horse at any time on the race day prior to the commencement of a race in which the horse is engaged to race.

The particulars of the charge are summarised as follows:

  • On 4 November 2025, Sassy Angel was engaged to race at the Mildura Racecourse in Race 4, the River End Holiday Park BM52 Handicap’, over 1200 metres (the Race).
  • On 4 November 2025, prior to the start of the Race, Mr Hornhardt administered, by way of oral paste, Ulcerguard, Omeprazole and Betcyl Electrolyte, to Sassy Angel on race day.

Charge Two: AR 249 Administration of medication on race day

(1)    Notwithstanding the provisions set out in Schedule 1, Part 2, Division 2, a person must not, without permission of the Stewards:
(a)    administer;

    any medication to a horse at any time on the race day prior to the commencement of a race in which the horse is engaged to race.

The particulars of the charge are summarised as follows:

  • On 4 November 2025, Mr Trafficanti was engaged to race at the Mildura Racecourse in Race 6, the Mildura Motor Holdings BM52 Handicap’, over 2000 metres (the Race).
  • On 4 November 2025, prior to the start of the Race, Mr Hornhardt administered, by way of oral paste, Ulcerguard, Omeprazole and Betcyl Electrolyte, to Mr Trafficanti on race day.

Charge Three: AR 232 Failure to observe processes and directions of PRAs or 
Stewards

A person must not:

(i) provide any evidence at an interview, investigation, inquiry, hearing and/or appeal which is false or misleading.

The particulars of the charge are summarised as follows:

  • On 4 November 2025, whilst at a Mildura trainer’s licensed premises, Mr Hornahrdt provided false and/or misleading evidence as to who was the owner of tubing equipment.

The charges issued against Mr Hornhardt will be heard before the Victorian Racing Tribunal on a date to be fixed.
