RV Stewards' Report - Jennifer Davis

Racing Victoria (RV) Stewards have issued nine charges (two charges in the alternative) against registered Stable Employee, Jennifer Davis, following an investigation into the care and welfare of horses.

Ms. Davis have been charged with breaching the following Australian Rules of Racing:  

  • 5 x charges pursuant to AR 231(1)(b)(iv);
  • 2 x charges pursuant to AR 231(1)(b)(ii); and
  • In the alternative, 2 x charges pursuant to AR 231(1)(b)(iii).

AR 231(1)(b) relevantly states the following:  

(1) A person must not: 

(b) if the person is in charge of a horse – fail at any time: 

(ii) to take such reasonable steps as are necessary to alleviate any pain inflicted upon or being suffered by the horse; 

(iii) to provide veterinary treatment to the horse where such treatment is necessary for the horse; and/or

(iv) to provide proper and sufficient nutrition for the horse. 

The particulars of the charges are summarised as follows:

Charges 1-5 - AR 231(1)(b)(iv) 

  • Between 1 May 2025 and 12 September 2025, Ms. Davis failed to provide proper and sufficient nutrition to horses in her care, namely Moriya, Angel of Avalon, Lady Thrills, Springsteen Notes and Warhorse X Miss Etiquette (2017).

Charge 6 - AR 231(1)(b)(ii) 

  • Between 1 November 2024 and 4 July 2025, Ms. Davis failed to take such reasonable steps as were necessary to alleviate pain being suffered by the horse, Moriya.

Charge 7 - AR 231(1)(b)(iii) (in the alternative to Charge 6)

  • Between 1 November 2024 and 4 July 2025, Ms. Davis failed to provide veterinary treatment to the horse, Moriya, where necessary. 

Charge 8 - AR 231(1)(b)(ii) 

  • Between 1 January 2025 and 4 July 2025, Ms. Davis failed to take such reasonable steps as were necessary to alleviate pain being suffered by the horse, Angel of Avalon

Charge 9 - AR 231(1)(b)(iii) (in the alternative to Charge 8)

  • Between 1 January 2025 and 4 July 2025, Ms. Davis failed to provide veterinary treatment to the horse, Angel of Avalon, where necessary. 

The charges issued against Ms. Davis will be heard before the Victorian Racing Tribunal on a date to be fixed.
