RV Stewards' Report - Robert Stutchbury

Racing Victoria (RV) Stewards have issued 11 charges against registered owner, Robert Stutchbury, following an investigation into the care and welfare of horses.

 

Mr. Stutchbury has been charged with breaching the following Australian Rules of Racing:

 

  • 9 x charges pursuant to AR 231(1)(b)(iv);
  • 1 x charge pursuant to AR 231(1)(b)(iii); and
  • 1 x charge pursuant to AR 233(a).

The relevant Rules of Racing state the following:

 

AR 231 Care and welfare of horses 

(1) A person must not:

(b) if the person is in charge of a horse – fail at any time:

(iii) to obtain veterinary advice and provide treatment in accordance with that advice where such treatment is necessary for the welfare of a horse; and/or 

(iv) to provide and ensure that the horse is ingesting proper and sufficient nutrition.

 

AR 233 Other misconduct offences 

A person must not: 

(a) breach a policy, regulation or code of practice published by Racing Australia or a PRA; 

 

The particulars of the charges are summarised as follows: 

 

Charges 1-9 (AR 231(1)(b)(iv))

 

  • Between 27 December 2024 and 27 June 2025, Mr. Stutchbury failed to provide and ensure that horses under his care, including Cleobella, King of Prussia/Mocktail Miss/2007, Island Fire, Manning Road, Nudgerama, Angelic Rebel, Royal Symphony/Angelic Rebel/2024, So Foxy and Tagaloa/So Foxy/2024, were ingesting proper and sufficient nutrition.

Charge 10 (AR 231(1)(b)(iii))

  • Between 22 June 2025 and 8 July 2025, Mr. Stutchbury failed to provide treatment to Manning Road in accordance with veterinary advice where such treatment was necessary for the welfare of the horse.

Charge 11 (AR 233(a))

  • On 27 June 2025, the Stewards conducted an inspection at Mr. Stutchbury’s property, at which time he failed to comply with the minimum standards outlined in Racing Victoria’s Thoroughbred Racehorse Welfare Policy.

The charges issued against Mr. Stutchbury will be heard before the Victorian Racing Tribunal on a date to be fixed.
