RV Stewards' Report - Richard Pinsent

Racing Victoria (RV) Stewards have issued eight charges against licensed trainer, Richard Pinsent, following an investigation into the care and welfare of horses.
Mr. Pinsent has been charged with breaching the following Rules of Racing:
- 3 x charges pursuant to AR 231 (1)(b)(iii);
- 3 x charges pursuant to AR 231 (1)(b)(iv); and
- 2 x charges pursuant to AR 232 (b).
The relevant Rules of Racing state the following:
AR 231 Care and welfare of horses
(1) A person must not:

(b) if the person is in charge of a horse – fail at any time:
…
(iii) to obtain veterinary advice and provide treatment in accordance with that advice where such treatment is necessary for the welfare of a horse; and/or
(iv) to provide and ensure that the horse is ingesting proper and sufficient nutrition.
AR 232 Failure to observe processes and directions of PRAs or Stewards
A person must not:
…
(b) fail or refuse to comply with an order, direction or requirement of the Stewards or an official;
…
The particulars of the charges are summarised as follows:
Charges 1 - 3 - AR 231(1)(b)(iv)
- Between 4 May 2025 and 12 September 2025, Mr. Pinsent failed to provide and ensure horses under his care, including Dashingdaria, Gentacheeva and Specularite, were ingesting proper and sufficient nutrition.
Charge 4 – AR 231(1)(b)(iii)
- Between 4 July 2025 and 6 August 2025, Mr. Pinsent failed to provide treatment in accordance with veterinary advice where such treatment was necessary for the welfare of the horse known as ‘Ivy’ (Dangerous/Scintillate/2005).
Charge 5 – AR 231(1)(b)(iii)
Between 6 August 2025 and 25 August 2025, Mr. Pinsent failed to provide treatment in accordance with veterinary advice where such treatment was necessary for the welfare of the horse known as ‘Ivy’ (Dangerous/Scintillate/2005).
Charge 6 – AR 231(1)(b)(iii)
Between 17 September 2025 and 29 September 2025, Mr. Pinsent failed to provide treatment in accordance with veterinary advice where such treatment was necessary for the welfare of the horse known as ‘Ivy’ (Dangerous/Scintillate/2005).
Charges 7 - 8 - AR 232(b)
Mr. Pinsent failed to comply with directions issued by the Stewards on 6 August 2025 and 12 September 2025.
The charges issued against Mr. Pinsent will be heard before the Victorian Racing Tribunal on a date to be fixed.
