RV Stewards' Report - Noel Callow

Racing Victoria (RV) Stewards have issued seven charges against licensed jockey Noel Callow, following an investigation into allegations of breaches of the Rules of Racing. Mr Callow, being a licensed jockey, has been charged with wagering on thoroughbred racing and failing to declare betting accounts.

Mr Callow has been charged with breaching Australian Rules of Racing 83(c), 175(gg), 175(k) and 229(1)(h).

The particulars of the charges are summarised as follows:

Charge 1, 2 and 3: AR 83(c)
AR 83 Every jockey or apprentice may be penalised
(c) If he bet or have any interest in a bet or facilitates a bet on any race, or if he be present in the betting ring during any race meeting.

Charge 1:
On 6 December 2013, Mr Callow made and/or facilitated the making of eleven (11) bets on Australian thoroughbred horse races through his betting account.

Charge 2:
On 8 December 2013, Mr Callow made and/or facilitated the making of one (1) bet on Australian thoroughbred horse races through his betting account.

Charge 3:
On 14 December 2013, Mr Callow made and/or facilitated the making of twelve (12) bets on Australian thoroughbred horse races through his betting account.

Charge 4 and 6: AR 175 (gg)
AR 175 A person must not:

The Principal Racing Authority (or the Stewards exercising powers delegated to them) may penalise:
(gg) Any person who makes any false or misleading statement or declaration in respect of any matter in connection with the administration or control of racing.

Charge 4:
On 18 July 2017, Mr Callow submitted a Jockey Betting Account Declaration and failed to declare his betting account when making such declaration form.

Charge 6:
On 28 May 2018, Mr Callow submitted a Jockey Betting Account Declaration and failed to declare his betting accounts when making such declaration.

Charge 5 (Alternative to charge 4): AR 175(k)
AR 175 The Principal Racing Authority (or the Stewards exercising powers delegated to them) may penalise:
(k) Any person who has committed any breach of the Rules, or whose conduct or negligence has led or could have led to a breach of the Rules.

Charge 5:
On 18 July 2017, Mr Callow submitted a Jockey Betting Account Declaration and failed to declare his betting account when making such declaration.

Charge 7: 229(1)(h)
AR 229 Corruption, dishonesty and misleading behaviour
(1) A person must not:

(h) make a false or misleading statement or declaration in relation to a matter in connection with the administration or control of racing;

Charge 7:
On 15 June 2019, Mr Callow submitted a Jockey Betting Account Declaration and failed to declare his betting account when making such declaration.

None of the bets placed were on races that directly and/or indirectly involved Mr Callow

The charges issued against Mr Callow will be heard before the Victorian Racing Tribunal on a date to be fixed.
